Implementing the New T+1 Rules

The SEC has set a T+1 compliance deadline of May 28, 2024, and passed amendments and new rules to accommodate one-day settlement for U.S. equity markets. Industry associations, providers, and standards organizations are working to facilitate the T+1 transition. The new rules  have set in motion profound changes for securities operations, IT infrastructures, workflows, and staffing. This panel of industry experts will focus on how firms are formulating and executing strategies for T+1 as they also  securities industry concerns.

  • What are the milestones for the next 12 months that are necessary to meet the deadline? What should firms be doing to achieve those milestones?
  • What have been the impacts of the T+1 transition upon key groups within the securities industry such as buy-side firms, broker-dealers, custodians, prime-brokerage providers, and registered investment advisors (RIAs)?
  • Which equities-related activities still need attention to clarify their path to T+1? What should firms be doing to accommodate FX transactions, ETF creation and redemption, securities lending, corporate actions, custody, and prime brokerage?

The ticking clock that the SEC’s decision has set off is jolting firms into action and they are beginning to assess where they are as far as the T+1 readiness of their IT infrastructures. There are likely to be a flurry of meetings among groups within a firm to assess a firm’s readiness and the next milestones. Once firms have their plans in place, they will have to decide how to pay for all the changes that the T+1 move will require especially as budgets and margins are getting squeezed. This panel will focus on how quickly firms can get their IT infrastructures up to speed.

  • When does it make sense for a firm to bring in consultants to help with the accelerated process?
  • How does this accelerated process impact the relationship between firms and providers? Or is it business as usual?
  • How viable is outsourcing to help a firm get up to speed with its technology?
  • Is one of the upsides that firms will finally squeeze out the last remnants of automation?

Achieving the straight through processing (STP) of T+1 will mean that firms must eliminate all the data speed bumps and barriers that have become part of the incumbent landscape. Firms will have to honestly assess the major problem areas for Ops data, including the delays caused by Standard Settlement Instructions (SSIs), Cusip, SWIFT codes, and so forth. There will have to be reevaluations of the data management roles for reconciliation service provider, the data requirements of custodians, and the complications caused by third-party organizations. This panel will focus on why firms need to rethink the role of data in shortening the settlement cycle.

The T+0 Debate: Should the Industry Adopt or Not?

As the industry moves full speed ahead toward T+1, many participants have been asking why there wasn’t a wholesale move to T+0 given that key financial instruments already have intraday settlement. In theory, the technology exists for equities and other mainstream instruments to clear and settle in less than a day. However, many firms and post-trade infrastructure providers may not yet have the capabilities in place to make T+0 happen. As such, regulators, industry organizations, and providers are cautioning the industry to ease into T+0 after the move to T+1, which many expect will be more taxing than the move to T+2. This panel will review situations where T+0 is already in place and look to a future where T+0 is part of the landscape for mainstream markets.

  • What are the benefits of T+0 over T+1?
  • Where is T+0 a reality today beyond distributed ledger technology (DLT)/blockchains?
  • What should the industry be doing now to facilitate the move to T+0?
